Lecture Circuit
Dr Toal is a regular speaker at academic and policy events in the Washington D.C. area. He has presented at the Woodrow Wilson Center, the US State Department’s Foreign Service Institute, and to private universities and associations.
Dr Toal has worked as a consultant to the Europe and Central Asia region of the Social Development program at the World Bank on conflict regions and displaced persons.
He has also worked with the British peace-building NGO Conciliation Resources.
